OpenAI Enters Conversational Advertising: What New Ad Paradigm Does ChatGPT Ads Validate?

As users move from "searching keywords" to "discussing needs with an AI," advertising is leaving the fight for web traffic and entering a new stage of understanding intent, supporting decisions and completing conversion.

OpenAI has officially launched ChatGPT Ads and a self-serve Ads Manager Beta, turning conversational advertising from an industry hypothesis into a real market. This third-party industry analysis looks at which trends ChatGPT Ads validates, and where it aligns with — and differs from — DCCA, Merchant Agent and the Agent Distribution Network.

For more than twenty years, the basic logic of internet advertising has not fundamentally changed.

A user types keywords and the search engine returns results; a user browses a page and the ad platform serves an ad based on page content, user profile or past behavior. Advertisers buy keywords, audiences and placements, with the ultimate goal of moving the user from the ad to their own website.

Generative AI is changing that path. Users no longer merely search a term — they describe their situation to an AI, ask questions, compare options, and gradually reach a decision across a continuous conversation. Advertising therefore moves from "information that appears near the page" into the entire process of discovering needs, comparing choices and making decisions.

OpenAI’s formal launch of ChatGPT Ads and a self-serve Ads Manager (Beta) means this shift is no longer an industry hypothesis — it is becoming a real advertising market. Public product material shows the ChatGPT Ads unit and the advertiser entry point "Create your first ChatGPT ad in minutes."

From keyword advertising to conversational-intent advertising

OpenAI’s positioning for ChatGPT Ads is explicit: help advertisers reach users who are exploring options, comparing choices and making decisions.

Unlike traditional search ads that mainly match keywords, ChatGPT Ads uses far richer conversational context to understand what the user is trying to accomplish right now, then judges what commercial information may be relevant. OpenAI also stresses that ads should connect naturally to the exploration, comparison and decision process already underway.

For instance, a user may not search "college counselor San Jose" but instead tell the AI: "My child is applying to college next year, grades are solid but extracurriculars are weak — how should we prepare now?"

Within that conversation the AI can understand the stage the user is at, the student’s basic situation, the service location and the underlying need. The system may then show a clearly labeled Sponsored ad for a college-planning service below the answer.

This is no longer simple keyword matching. What the ad matches against shifts from an isolated search term to a conversation containing background, goals, constraints and decision stage.

OpenAI is building a complete AI-native advertising platform

ChatGPT Ads is not just a display experiment. OpenAI has shipped Ads Manager (Beta), letting advertisers create accounts, set budgets, build campaigns, ad groups and individual ads, and review impressions, clicks and spend. Supported objectives currently include CPM, CPC and conversion-oriented oCPC.

Creative still includes advertiser name, headline, description, landing page and image — but the basis for distribution is changing. Traditional ad platforms usually start from signals such as:

  • what keywords the user searched;
  • what page the user is reading;
  • what sites the user visited before;
  • what audience segment the user belongs to.

Conversational advertising adds a much stronger signal: what problem the user is trying to solve right now. For the first time, ads can sit closer to genuine service demand rather than merely close to a page or a keyword.

OpenAI also emphasizes that ads are clearly separated from ChatGPT’s normal answers and labeled as Sponsored; ads do not influence the content of the AI’s answer, and advertisers cannot access private user conversations.

What does ChatGPT Ads validate?

OpenAI’s entry validates at least three important trends.

One: conversation is becoming the new commercial entry point

In the past, consumers entered the commercial world through a search box. Going forward, more and more consumers will first discuss the problem with an AI, then decide what product to look for, which expert to contact, or which service to choose.

The user entry path is shifting from "search a keyword → browse links → judge for yourself" to "describe the need → AI understands → compare options → take action."

That means the conversational interface is not only a content entry point, but potentially an advertising, service and transaction entry point too.

Two: ad matching upgrades from "content relevance" to "intent relevance"

Web advertising judges what the user is looking at; conversational advertising judges what the user is doing and what they may need next.

Two users reading the same "college applications" content can have completely different needs: one parent is just starting to learn the process; another may have already received a rejection and urgently needs a transfer or appeal plan.

On a traditional web page these two users might see exactly the same ad. In a conversation, the AI can recognize that they are at different decision stages, so the ad can be far more specific and timely.

Three: advertising is moving closer to service, not just exposure

OpenAI’s main ad format today is still showing a Sponsored ad and sending the user to the advertiser’s landing page.

Longer term, though, conversational advertising is likely to go beyond "showing a clickable ad" — letting the business itself enter the conversation to keep answering questions, recommend options, book services and even complete transactions.

That is the most important watershed between conversational advertising and traditional display advertising.

ChatGPT Ads and DCCA are not the same thing

ChatGPT Ads validates that a conversational advertising market exists, but it still differs clearly from the DCCA (Dynamic Contextual Conversational Advertising) model Sinomedia is exploring.

In today’s ChatGPT Ads, the core is still an advertiser submitting creative that the system matches to the conversational context. After seeing the ad, the user’s main action is still clicking through to the advertiser’s site or product page. It is essentially a form of "showing an ad next to the conversation."

Conversation + Sponsored Ad

The conversation supplies context, but the ad is still a separately labeled Sponsored asset; the user’s next step is mainly a click into the landing page.

DCCA: making the Merchant Agent itself the advertisement

DCCA goes further: an advertisement does not have to be an image, a line of copy or a click-through link. A Merchant Agent that can answer questions on behalf of a business, qualify demand and deliver service can itself be the advertisement.

When a user asks about college planning for their child, for example, the system does not merely display an ad for a counseling firm — it can hand the user to a verified college-counselor Agent. That Agent can go on to:

  • learn the student’s grade, results and goals;
  • judge whether the user needs general information or professional consultation;
  • explain the firm’s service scope and pricing model;
  • recommend a suitable counselor or service package;
  • capture the lead;
  • schedule a call or appointment;
  • hand the request to a human service team once the user authorizes it.

This is no longer just sending the user to a website — it starts the service inside the conversation.

Merchant Agent = Ad + Service + Conversion

The same Agent is the advertising expression, the service process and the conversion step.

From a single entry point to an Agent Distribution Network

OpenAI owns ChatGPT, a global traffic entry point, so it can build an advertising market inside its own conversational product.

Sinomedia is exploring a different path: distributing Merchant Agents across different websites, content communities, vertical platforms and partner networks. In that model advertising does not live on one centralized platform — it can appear in:

  • news and content sites;
  • local life platforms;
  • vertical industry sites;
  • Website Partners;
  • the DNP distribution network;

Every partner site can become a distribution node for Agents, and every merchant Agent can be discovered and invoked at multiple nodes. The larger structure behind DCCA is therefore the Agent Distribution Network — a distributed advertising and service network whose unit is the Agent.

A new advertising ecosystem also needs a new way to distribute value

In the traditional ad market, value is split mainly among advertisers, ad platforms and traffic sites. But in an Agent Distribution Network, the creation and conversion of one user need may involve several participants at once:

  • the Website Partner provides the traffic entry point;
  • the Creator provides content or experience;
  • the DNP handles cross-site distribution;
  • the MNP organizes and manages the merchant network;
  • the Merchant Agent completes consultation and conversion;
  • the platform handles intent understanding, Agent invocation, attribution and settlement.

So next-generation conversational advertising needs not only a new presentation format but also new attribution and revenue-sharing mechanics. Who brought the user, who provided the content, who delivered the service and who drove the conversion should all be recorded and settled. That is a key difference between distributed DCCA and single-platform advertising.

OpenAI finished the market education; differentiation is only beginning

Introducing conversational advertising to the market used to require answering one question first: will users really accept commercial information inside an AI conversation?

Today OpenAI has entered that market itself and built an advertiser platform, an auction mechanism, a campaign workflow and a measurement system. Conversational advertising has moved from concept to productization and commercialization.

For Sinomedia, the priority is no longer proving that conversational advertising works, but explaining how its own model differs from centralized ad platforms:

OpenAI has not realized the full DCCA vision. But it has confirmed something very important:

“Future advertising will increasingly appear inside the conversations where users express needs, compare options and make decisions.”

When ads begin to understand intent, when Agents can deliver service on behalf of businesses, and when websites upgrade from ad slots into Agent distribution nodes, internet advertising will move from "buying attention" into "understanding demand and completing service."
